PCS Promotion & Appointment
The initial appointment of a civil servant is decided in accordance with the rules of the civil service. At the state level, the progress is slightly slower as compared to the IAS level. It may take at least 12 to 15 years for a civil servant to attain the rank commensurate with the status of IAS officers.

Be it rank, glory, salary and growth, IAS is far better than PCS. However, in both the cases, you serve your nation. Most of the aspirants follow the IAS and PCS preparation strategy because of the very low success rate of UPSC exams.
